Appraisal method

This method is popular and simple, the main technical and economic indicators of the project are compared with the projects have been or are under construction or in operation. Using this method helps to evaluate the relevance and accuracy of the project indicators

From this, it is possible to draw correct conclusions about the project to make the right investment decision. The comparison method is conducted according to the following criteria:

- Standards for design, construction, standards on the level of works prescribed by the State or financial conditions acceptable to the project.

- Criteria on technology and equipment in the strategic investment relations of national and international technologies.

- Criteria for the type of product the project requires.

- General indicators such as capital structure, investment rate.

- Norms of production, energy consumption, raw materials, labor, salaries, management expenses ... of the sector according to official economic and technical norms or planned norms. .

- Indicators of investment efficiency (at the advanced level).

- The usual financial ratios of enterprises in line with the guidance and direction of the State, of the branch for enterprises of the same type.

- Indicators in case of project and without project.

In the use of comparative method, it is important to note that the indicators used for comparison must be adapted to the specific conditions and characteristics of the project and the enterprise, avoiding the tendency to compare hard machines prompt.

2. Method of appraisal in sequence:

Project appraisal is conducted in a dialectical order from generalization to generalization

details, from previous conclusions as the premise for the following conclusions:

    2.1. General assessment:

It is a general review of the project's appraised content, thereby detecting the rational or irrelevant issues that need to be considered. General appraisal allows to visualize the project, understand the scale and importance of the project. Considering the overall contents of the project, it is difficult to detect issues that need to be rejected at this stage, or the errors of the project should be added or amended. Only when detailed evaluation is made will the problem be detected.

    2.2. Detailed assessment:

Be conducted after the general assessment. This appraisal was carried out with each project content from the appraisal of legal conditions to the analysis of the financial and socio-economic performance of the project. Each review content gives the opinion of consent or needs to be amended or unacceptable. However, the level of focus for the basic content may vary depending on the characteristics and specific situation of the project.

At the detailed evaluation stage, conclusions drawn from previous content may be a condition for further study. If some of the basic contents of the project are rejected, the project can be rejected without having to go through all the subsequent indicators. For example, it is unreasonable to evaluate the project's objectives, technical and financial analysis is not feasible, the project will not be feasible.

3. The method of verification is based on the sensitivity analysis of the investment project

The basis of this approach is to anticipate some future uncertainties in the project, such as overcapacity, lower input costs, higher input costs and higher consumer prices. The impact of these factors on the investment efficiency and the break-even ability of the project.

The deviation from the expected uncertainties is usually selected from 10% to 20% and should select the most likely factors that negatively impact the effectiveness of the project for consideration. If the project is still effective even in the event of many uncertainties arising simultaneously, it is a high level of security. In the opposite case, it is necessary to review the possibility of arising uncertainties to propose effective remedies or restrictions. In general, this measure should be applied to projects that are more effective than normal but subject to many objective changes.
